A green building program seeking leadership status should take a zero tolerance approach to the most potent toxics, particularly those on the ‘dirty dozen’ list, as defined by the Stockholm Convention on Persistent Organic Pollutants. Omission of any reference to the Stockholm Convention is a serious oversight of this report, given that PVC’s lifecycle has been linked to release of 4 of the ‘dirty dozen’ chemicals to be phased out under that Treaty.
The issue of PVC’s contamination of plastics recapture/recycling efforts is not addressed. Plastics commonly collected for recycling – typically petroleum-based - are contaminated by PVC due to its chlorine-based polymer.
